Vietnam​‍​‌‍​‍‌​‍​‌‍​‍‌ is intensifying the measures to bolster cross-border e-commerce as a main plank in its plan to become a regional export hub, according to the officials at the 2025 Vietnam Online Import-Export Forum in Hanoi.

The expansion is based on the newly approved national e-commerce development master plan for 2026–2030 and the implementation of the revised Law on E-commerce on December 10.

Vietnam’s cross-border online import-export turnover came to US$4.1 billion in 2024, the Ministry of Industry and Trade informed. The online exports are estimated to escalate by 18% to almost US$2 billion in 2025 on the back of the logistics, digital payment, and consumer protection sector developments.

The country’s retail e-commerce market is expected to reach US$31 billion in 2025, which will make up 10% of total retail sales and rank third in ASEAN after Indonesia and Thailand.

Vietnam continues to toughen the requirements in order to increase transparency in cross-border trade. E-commerce platforms will have to confirm that the sellers are using the national electronic ID system (VNeID) starting from July 1, 2026, and some foreign operators will have to appoint an authorised representative or set up a local office, the announcement said.

Amazon has pinpointed Vietnam as a major Fulfilment by Amazon (FBA) export origin, with Vietnamese sellers and shipments to grow rapidly in 2025. The Vietnam position as a rising hub of cross-border e-commerce exports is further strengthened by the improved logistics connections from Hai Phong and Ho Chi Minh ​‍​‌‍​‍‌​‍​‌‍​‍‌City.
